Help a nigga out with hacking NGPC Because I suck and need noob tools

So I'm wanting to do a neo geo pocket color hack. Three guesses as to what game. Cardfighters? yup.Basically I want two things for the moment. One is easy and one is probably easy as well for people who know what they're doing, unike myself.A text editor would be nice, and guess what, the text is plain. I CAN edit it by hand in a hex ediotr but that's a huge pain in the ass. Something like say, overlord's text tool would be handy.Secondly I need a graphics editor of some kind. Just something that can spit the graphics out properly and reinsert new ones would be fine but a built in editor would be cool because of how the NGPC works. It uses multiple layers of 4 colors to create more complex images, so a lot of stuff is two layers of sprite and whatnot. This makes it a pain to get them out manually, and I'm retarded about that anyway. Even if someone could just make something that spat the graphics out in a recognizable format would be good for now.Now I know this may seem demanding a lot of work but think about it this way...if we made these (and once i figure out how it all works, a card editor), we'd have simple tools for making new variations on a popular game with a lot of potential. Then just about anyone could make a decent whoever VS whoever card game. THE POSSIBILITIES ARE ENDLESS!!!111 Really though this could be cool damnit.

Well, if the text is plain enough to go though, you could knock up an STE template in not that much time. How many text entries are we talking about? If it's not TOO many I'll do the template myself (though I'll need the ROM, obviously, and you to have patience as I'm fairly busy at the moment with university work. =P). A 50 line template, for example, should take a day or 2 to do, 100 lines maybe a week.
