New sonic 2 mock-up?

I have found this when looking through sonic 2 beta sites, and it looks so close to what brenda ross made is the desert zone mock-up, from what i know, this can be any zone, so i will let you guys decide.Posted ImageEDIT: I Posted this again because i was not sure if this was genocide city or not, so the other post was kinda misleading.

...so because Sonic is in the same spot on the screen in the same animation, the 2 are somehow linked...?I thought we proved all shots with the "Genocide City" art were bollocks anyway? I call hoax
