It does The tuff of hair going over the head, the blue eyes, black nose, and the shape of the body fur match up with Tiara.

This is pretty interesting. I had no idea that other characters would be playable in Sonic Xtreme. I also had no idea that level was there before. Good find hxc. This is damn good stuff.
